The Licence to Operate a Non-Slewing Mobile Crane (CN 3 tonne) course is designed to develop the practical skills and operational judgement required to safely carry out crane lifting tasks. This course focuses on practical, job-ready skills for operating non-slewing mobile cranes in real work environments. Training places strong emphasis on safety, lift planning, communication, and compliance. Key learning areas include:
- WHS Legislation & Licensing - Understanding legal obligations and safety standards for crane operation
- Non-Slewing Crane Operations - Safely operating articulated mobile cranes and locomotive cranes (excluding tow trucks)
- Pre-Operational Inspections - Checking cranes, lifting equipment, and site conditions before work begins
- Lift Planning & Load Calculations - Estimating load weights, selecting lifting gear, and planning safe lifts
- Load Control & Movement - Manoeuvring loads accurately using approved lifting techniques and signals
- Team Communication - Working effectively with doggers, riggers, and site personnel
- Shutdown & Post-Operational Tasks - Securing, inspecting, and isolating equipment after use
- Emergency Response - Managing unexpected situations such as equipment faults or unstable loads
By the end of the course, you’ll be able to carry out non-slewing crane operations independently while managing risk and meeting all workplace compliance requirements.
Training Delivery & Assessment
Operating cranes is classified as high-risk work, which is why this course is delivered entirely face-to-face over four days. Training takes place in a controlled environment and includes both theory and practical assessments.
You’ll receive close supervision, practical instruction, and individual feedback from experienced trainers to ensure competence and confidence.
High Risk Work Licence (HRWL)
After successfully completing the course, you may apply for a High-Risk Work Licence (HRWL) in the CN class through WorkSafe WA of WorkSafe QLD. Licences are valid for five years.
Important information:
- Applications must be lodged within 60 days of course completion
- A 12-month renewal grace period applies if a licence expires
- If the grace period is exceeded, both theory and practical assessments must be repeated
For convenience, Summit Training can submit your licence application on your behalf for an additional $100 fee.

Entry Requirements
To enrol, you must meet the following criteria:
- Be 18 years or older
- Wear steel-capped safety boots and required PPE
- Have basic computer and internet access for enrolment communication
- Demonstrate adequate language, literacy, and numeracy (LLN) skills
- Hold a valid Unique Student Identifier (USI) - If you don’t have one, you can apply at usi.gov.au or we can assist

Construction Training Fund (CTF - WA)
Eligible apprentices, trainees, workers, and business owners within WA’s building and construction industry may receive subsidies of up to 70% (metro) or 80% (regional) per course.
