The Licence to Operate a Forklift Truck (TLILIC0003) course provides practical, hands-on training to safely and efficiently operate a forklift. You'll develop essential skills in load handling, hazard identification, and compliance with workplace safety procedures.
This nationally recognised course is a mandatory requirement for many roles across warehousing, logistics, construction, and industrial environments. On completion, you’ll have the skills and confidence to operate a forklift in line with workplace and legislative requirements.

Licence to Operate a Forklift Truck - TLILIC0003 – Course Information
This forklift licence course provides a balance of theory and hands-on practical training. Key learning areas include:
- Legislative Requirements - Understanding WHS laws and responsibilities for forklift operators
- Hazard Awareness - Identifying hazards and operational risks in the workplace
- Risk Management - Planning safe forklift operations and applying control measures
- Pre-Operational Checks - Inspecting equipment and identifying faults before use
- Load Handling - Safe lifting, stacking, and transporting of materials
- Forklift Operation - Operating forklifts efficiently while maintaining safety standards
- Incident Response - Managing emergencies and workplace incidents
- Shutdown Procedures - Correctly parking, isolating, and securing forklifts
- Workplace Communication - Reporting hazards, faults, and incidents appropriately
By the end of the course, you’ll be capable of operating a forklift with confidence while meeting workplace safety and compliance obligations.
Training Delivery & Assessment
Due to the high-risk nature of forklift operation, this course is delivered entirely face-to-face over three days. Training takes place in a controlled environment where participants complete both theory and practical assessments under the supervision of qualified trainers.
You’ll receive direct instruction, hands-on practice, and individual feedback throughout the course to ensure competency and confidence.
High Risk Work Licence (HRWL)
Successful completion of this course allows you to apply for a High-Risk Work Licence (HRWL) with WorkSafe WA or WorkSafe QLD. Licences are valid for five years.
Important information:
- Applications must be submitted within 60 days of course completion
- 12-month grace period applies for expired licences
- If the grace period is exceeded, both assessments must be completed again
For convenience, Summit Training can lodge your HRWL application on your behalf for an additional $100 fee.

Entry Requirements
To enrol, you must meet the following criteria:
- Be 18 years or older
- Wear steel-capped safety boots and required PPE
- Have basic computer and internet access for enrolment communication
- Demonstrate adequate language, literacy, and numeracy (LLN) skills
- Hold a valid Unique Student Identifier (USI) - If you don’t have one, you can apply at usi.gov.au or we can assist
Funding Options Available
Construction Training Fund (CTF - WA)
Eligible apprentices, trainees, workers, and business owners within WA’s building and construction industry may receive subsidies of up to 70% (metro) or 80% (regional) per course.
As an approved bulk-billing provider, Summit Training manages the funding paperwork and claims process - meaning you only pay the remaining gap fee while completing your training.
