The Licence to Operate a Boom-Type Elevating Work Platform (11m ) course provides the practical training and safety knowledge required to operate boom lifts and scissor lifts in high-risk work environments. Participants develop hands-on skills in equipment operation, hazard management, pre-operational inspections, and safe work practices through realistic, job-ready scenarios.
This nationally recognised qualification is essential for workers in construction, maintenance, electrical, mining, and related industries where working at height is required. This course is designed to build competence in operating boom-type EWPs at heights of 11 metres or more. Key learning areas include:
- WHS Legislation & Responsibilities - Understanding legal obligations when working at height
- Hazard Identification - Recognising risks associated with elevated work platforms
- Job Planning & Risk Controls - Preparing safe work methods and control measures
- Pre-Operational Inspections - Conducting safety checks on boom and scissor lifts
- Safe Operation Techniques - Using EWPs efficiently while protecting people and property
- Load Handling & Positioning - Correct placement of platforms and materials at height

Training Delivery & Assessment
Because operating EWPs over 11 metres is classified as high-risk work, this course is delivered entirely in person over three days. Participants complete both theory and practical assessments in a controlled training environment.
Qualified trainers will provide you with step-by-step instruction, hands-on practice, and individual feedback to ensure each participant meets competency standards.
High Risk Work Licence (HRWL)
After successfully completing the course, you may apply for a High-Risk Work Licence (HRWL) through WorkSafe WA or WorkSafe QLD. Licences are valid for five years.
Important information:
- Applications must be lodged within 60 days of course completion
- A 12-month renewal grace period applies if a licence expires
- If the grace period is exceeded, both theory and practical assessments must be repeated
For convenience, Summit Training can submit your licence application on your behalf for an additional $100 fee.

Entry Requirements
To enrol, you must meet the following criteria:
- Be 18 years or older
- Wear steel-capped safety boots and required PPE
- Have basic computer and internet access for enrolment communication
- Demonstrate adequate language, literacy, and numeracy (LLN) skills
- Hold a valid Unique Student Identifier (USI) - If you don’t have one, you can apply at usi.gov.au or we can assist

Construction Training Fund (CTF - WA)
Eligible apprentices, trainees, workers, and business owners within WA’s building and construction industry may receive subsidies of up to 70% (metro) or 80% (regional) per course. As an approved bulk-billing provider, Summit Training manages the funding paperwork and claims process - meaning you only pay the remaining gap fee while completing your training.
